Wind resistent jersey?

As fall is definitely upon us (well actually it looks like winter outside...4 in of snow and counting ) I am getting my layering figured out for my commute to work. So far I have been doing well, but I need some advice on a jersey.

I'm looking for a long sleeve, high visibility (bright orange or hi-viz yellow), wind resistant jersey. Bonus points if it has any reflectivity.

I've found with temps in the 40's I wear my Under Armour cold gear and adding my windproof softshell is just too warm, but a standard jersey is a bit chilly. I think something light-weight and fairly form fitting that will cut the wind would be ideal.

I've done a bit of looking, but haven't had much luck finding anything yet. Any suggestions?
