i just changed the tires off my old schwinn (front and back) which sports the non-quick release nut situation...

front seemed fine, but the rear, even after tightening seems to have a looseness going on...there is the nut that you tighten....and there is a sort of washer/spacer....does that go on the INSIDE or the outside (next to the nut)?
