I don't know about the outlet malls you mentioned, but from experiences elsewhere, you're unlikely to find jerseys or bib shorts--or, frankly, much else you couldn't find in a thousand other places.

There are, however, some other ways to buy cycling clothing inexpensively at retail in southern California.

Voler has an actual factory outlet up in Grover Beach; it's only open on weekdays, but when I visited, it had a good selection at very modest prices, especially if you're flexible about colors and prints.

Pearl Izumi also has several "factory stores," including a few in southern California.

I understand Canari doesn't have a permanent outlet store, but their warehouse sales are occasionally mentioned in this forum.
