This seller is highly suspect. He is not a skilled or knowledgable restorer.

The fork on this one does look odd but it may be becuase of the amount of chrome showing?

Here's a tip. If you scroll through his feedback as a buyer you can usually find the auctions for these frames when he bought them. Sadly most of them look much better before his "restoration" work.
