Yes, it is the original paint. Very thin and chips if you look at it funny.
As for the restoration, it depends. If you want period correct, you will need to be very patient. But then again, it is just a bike, any components will work and it is a fun bike to ride. I'd get up and riding and then slowly swap out the "correct" stuff. I'm still looking for an "Italia" or "Record" saddle. Let me know if you find 2.
