You're probably right, but based on the really lousy photo, it's hard to tell what we're up against.
I know what you were thinking of: the 22mm chainstay disc mount holes. But I adjusted the shadow level in Photoshop to see it. They are rack mount holes on the flat of the dropout. Ed's advice holds.
