if money isnt the issue, Ti makes the most sense for a rain bike.
yeah....other than that you'll be stuck running 25s and raceblades and p-clamping racks to your bike. That is assuming that you can find a Ti tourer, which I wouldn't hold my breath for.

Steel is fine in weather, really. Get a frame that fits, find something in high end Tange (#1 or#2, Prestige etc). Your current set up will all bolt on, and maybe you can actually have a bike with eyelets and tire clearance. If money is no issue and a titanium rain bike is a financial reality for you then you can certainly afford a high end Miyata or Centurion in good condition, both bikes that are better suited to commuting anyway.
