A car is the slowest way to get around a downtown area. This has been proven repeatedly since the 1960s up to current times. Typically, bicycles are the fastest. If you really need to get around town fast, nothing beats a bike. Contending for top honors in speed are subway systems - but typically they don't always stop right where you want to go.
I'm going to wager busses are slower than cars in a downtown area with no specific bus lanes.
