Is there a different Bixi than the one you are talking about? This one sounds financially terrible:

Or maybe you work for the company since the April 2017 article said no financial statement yet for 2016 but you posted on 1/2017 that 2016 was profitable. You must have the numbers already.

All publicly owned services are less efficient than private. You stating otherwise doesn't change that.
