Nathan has made an important point, here. I remember visiting my uncle in Germany. While eating out, one of the group of American visitors kindly offered their taxi driver a beer. The driver said, "No way!" because the traffic laws are so stiff in Germany that just the hint of the smell of alcohol on the breath of a driver could have cost him his license and his job. I hope Nathan will correct me if I exaggerate.

I had a friend who became a "habitual violator" (in the U.S.) because of the number of times he was arrested for DUI. Even so, he still drove around sipping a beer. He had learned every "technique" for driving under the influence and still avoid being caught, one of which was avoiding the Dekalb County jurisdiction.

If this drunk driver could avoid arrest by avoiding Dekalb County,
it follows that aggressive law enforcement really works.
