In my state, wheel reflectors aren't required. The only thing that's required is a white light on front and red reflector on rear while riding at night. That, and any bicycle or bicycle pedals sold in the state must have yellow reflectors on the pedals. However, there's no requirement to ride with said pedal reflectors, so you as the consumer could take them off if you want to and still be legal.

Here in the US refusal to tell your name could result in a trip to the jail until such time as your ID can be verified. I do not understand how, if you refused to give your name, you can be ticketed and get a summons.

Simple, Just do not run red lights or stop signs, don't get into confrontations with other drivers, etc. Bascially act properly as we are required to follow the same laws as cars. I am convinced I only got the ticket at all is because I refused to tell the policeman my name, where I was going, or why I was riding a bicycle within an industrial park at a remote location of the city. But generally bikers do not have to fear anything but cars and the odd dog here.

In Canada a pedestrian or a bicyclist does not have to identify themselves or say anything to the local police. The only exceptions to this if being arrested or getting a ticket. We only have to gave our name only in that case as the police can look up your picture in the car because everyone has a health card with a picture on it or other id already. Giving a false name is also a criminal offense here so never do that. He was able to do his little investigation my name would not impede that, I still maintain that reflective tape on fork is acceptable in lieu of a front reflector though. He gave me the ticket to force me into identifying myself, refusal at that point would result in an arrest. I would not mind that but have to think about the bike if it is impounded or whatnot no telling what they would do with it.

The federal Canadian government does not regulate traffic codes. That is a provincial responsibility and laws vary from province to province. So far, only Ontario has been talked about. Things can be different in other provinces. As an example, as far as I know, in Quebec, there is no requirement for a bicycle to be equipped with a bell or other audible signalling device.

I commute between Gatineau and Ottawa and I don't think I've seen people on the Ontario side with reflective tape on their fork and seatstays... I know I don't. In the Fall when it get dark earlier, I often saw people with no lights. I even saw someone on a unlit bike path (leading to a road side bike path) without any lights, reflector, helmets and had headphones on in complete darkness!

Wow, I have certainly never heard of the legal requirement to have reflective tape and reflectors at all times, just front and back lights when it's dark, dusk and dawn.
I was ticketed 5-6 years ago for running a red light on my bike, and the officer most certainly didn't check me for reflective tape and reflectors. I doubt it's something that the Police are too concerned about here in Toronto.
