I'm not an attorney, but it reads to me like MI doesn't recognize bicycles as vehicles in the same sense as cars.
In that case your local ordinance may be binding because the state law definately relegates bicycles to second class status.
You may want to push for getting the state law changed in addition to your local ordinances.
