Colorado HB 1092 - Open Roads Act
From Bicycle Colorado:
This bill is aimed at making the bike ban in Blackhawk illegal. I hope it passes. I've already emailed my local legislators.
From the text of the bill ( https://www.leg.state.co.us/clics/cli...le=1092_01.pdf not sure if the link works):
Freedom to Travel
Freedom to travel from state to state and from town to town is an core principle of America. Colorado residents and visitors are currently being banned from travelling by bicycle to a large section of the state. HB 1092 ensures people's freedom to travel across the state.

The bill specifies that a local authority may not prohibit the
operation of bicycles or electrically assisted bicycles on a street or
highway unless a suitable bike path, horseback trail, or other trail is
available within a specified distance for use as an alternate route and an
engineering and traffic investigation has been done to determine whether
the operation of such vehicles is incompatible with the normal and safe
movement of traffic.

How about this slight modification:
In my opinion, nothing else is worth legislating. I thought most states had laws already on the books regarding towns attempting to over-ride state law. Something like this:

The over riding problem in Black Hawk is that cyclists get in the way of all the folks and their gambling...all the bus drivers would be forced to look out for cyclists and they may even get held up on the way to Black Hawk & Central City thus slowing the rate of coins dropping into slots. This is completely unacceptable.
So I can see where it's useful to ban cyclists....
very tongue in cheek
