The study simply says that pedestrian and bicycle infrastructure projects are more labor intensive than general roadway construction projects... Not really surprising given the degree of dedicated machinery used on most road construction projects.
It would be interesting to compare labor costs for roadway maintenance (which is less automated) with the pedestrian and bicycle projects (many of which would fall solely under the maintenance category).
