Not that difficult. We have the start of this in Madison WI. There is a heavily used mixed bike path running close to the University. This spring the city installed a bike only light with different timing from motor vehicles. It works very well and gets bikes across a very busy intersection with no problems and no interactions with cars.
Beyond the Dutch turns, I also did not see freeway like speeds on those roads. Around here, cyclists are expected to "share the road" on 55 and 65MPH roads... and while there are often bike lanes, indeed they are not continuous nor are they everywhere... so a cyclist can find themselves on a 55MPH road and suddenly force to share a narrow lane with motorists. It is that total lack of respect for cyclists that is the key to the issue of why cycling isn't so popular in America.

I don't know this woman, and I miss her; whether she was riding "properly" or not, she was a person who chose a bicycle for transportation, and was KILLED as a result of being in the same town with a collection of errant, car-driving ANUSES.

I have two comments that would, I think, reduce this type of GARBAGE happening in the future:

1.LOWER SPEED LIMITS ACROSS THE BOARD! Germany has a sweeping law that states clearly, inside cities and towns, the speed limit is 50KPH (30mph), and can be REDUCED by the town if it so chooses. I lived there for three years, and it DID take some adjustment -- BUT I ADJUSTED. There was no entitlement to drive like a maniac.

2. ENFORCE THOSE LOWER LIMITS, AND ADD REAL FINES! Sure, some folks say that will encourage H&R, but that's no excuse to condone wrongful behavior.

It's simple -- if it's wrong and you don't take a stand against it, you're condoning it.

One city, a few miles away from where I live, actually had to raise their speed limits 5 to 10 mph in order to come into compliance if they were going to use radar surveillance, otherwise any tickets issued at the lower speeds limits would have been thrown out of court if a radar gun was used.
