If the MonoTracer does not have a motor/engine and is human-powered I don't have to worry about having a license and insurance to drive this type of vehicle. That is, it would be nice if the MonoTracer have pedals in it.

I thought I had commented on the OP's linked video and other ideas.....oh well.
In terms of the OP's linked video, the first thing that came to mind, was a vehicle being able to knock them over, without even violating the passing law. Because, Unless the OP is planning on 'taking the lane' with that pipe contraption, they are just making it easier for vehicles to knock them over from a distance.

Cycle Year Round
Hi, CB: That's somewhat true with an electric car that gets up to 40mpg, though it is improving all the time as the costs come down, but not with this kind of mileage and gas prices at $3 or above. Also, in the MontoTracer video it's shown how the whole engine/power unit can be removed in less then 15 minutes.. pretty amazing!
Here's an interesting article you might want to read about battery costs in powered vehicles (click here)

So, I guess you didn't read the article, which is non manufacture biased and the other point is that the Volt doesn't get over 200 mph.. but you would need to read the article first. Maybe they exaggerated about the MontoTracer.. maybe it takes 20 minutes, not 15 minutes to change it out, but it's still pretty impressive, don't you think?
