CVC 22107. In the daytime, I just yell at the motorist "STOP" or "WAIT" as appropriate for my position in relation to them.
At night, I start by shining a helmet mounted HID light at the bottom of the drivers door. If the driver still ignores me, I shine the light in their eyes. Works every time.

I use eye contact when I cross the street, I feel a driver is more likely to roll a stop or red light if they don't acknowledge my presence. Eye contact is usually enough. I'll even go as far as to point at the stop sign sometimes.
They know its there, but they are like children, you need to remind them of it.

The theory is once you take away their anonymity, they will act within the law.

There's a point in my ride where I have to move onto the left side of the roadway to enter the left turn lane at a light. That way people going into the right turn lane can now easily pass me on the right. The road starts to divide at this point. And most people pass me without a problem.
Nobody was behind me at that moment, but far back in the mirrors approached a big van. I had my arm out already, and moved over closer to the double yellow line, long before he caught up with me. But he apparently didn't want to slow down, and kept approaching. Even though this guy sees me now on the left side of the road, just before it divides into turn lanes, he apparently decides he's still going to pass me on the left, crossing the double yellow line, even though he didn't have to do so. So I put my arm out for him, palm facing backward, for him to not pass me. I then use my right hand to wave him to pass on the right side. He pulls up alongside, going the same speed, and then said something. I looked up at him, and said, "Huh?" Too much wind noise. He looked a bit flustered, but not angry. I'm not sure what his intention was, so I said, "I can' t understand you, sorry!" Usually when people say something they give my ride a compliment. He then rolled up his window and moved on... mind you, the road was divided into turn lanes at this point, and most people go into the two right turn lanes, being it is an arterial to the road that takes them to the next town.

Drivers are far more likely to pull out in front of you when your vehicle presents little risk to them. The typical claim is they "did not see the bike".
