Then simply telling someone they can no longer drive is something of an empty threat. "You can no longer drive... but here are the keys to your car." Right way the problem is, "gee how do I get the car home if I can't drive..." thus encouraging law breaking right away.

Describes exactly what is going on currently in my locale, and don't think that locale law enforcement isn't frustrated either.

Yea that at least is something they could change. No release of a vehicle unless there is a licensed driver there to drive it.

It would not stop everyone by any means, but even a weak message in the right direction is better than a message in the wrong direction.
