Road Cycling North of Auckland

Hi,
My wife and I are thinking of moving to New Zealand from southern California. I am an avid bicycle racer (outdoors and virtual) and I am wondering about training on the rural roads north of Auckland. Specifically we are looking at the Ruakaka-Whangarei area. I ride 8,000-13,000 Km outdoors per year. I looked at Strava global heat maps and the most popular roads in that region appear to be small, rural roads. I assume there is minimal traffic on those roads. How safe is training on those roads?

Also, it looks like the main highway through that region (Highway 1), is relatively narrow and does not have a shoulder. I assume that riding on that road is a last resort.

I much prefer paved road riding to offroad riding. Is road riding reasonably safe in that region of the North Island?
