I changed out my handlebars to mini ape hangers and it changed the way my C7 Fat Tire and my C1’s feel .
Would be a cheaper experiment to see if it makes a difference.
Just a suggestion.

I had a Cruiser 1 from 2009 and am waiting for a 2019/2020 Cruiser 7D to show up. To the best of my knowledge they have the same geometry and with the longer wheelbase it should be as stable as a rock. Are you sure there is nothing bent any where? if the fork is bent even a little it will feel funny.

May be adjust the headset. To loose or tight will cause this. Also make sure the headset is put together in the correct order. Roger
