remove stem spacers

remove stem spacers
I have one road bike and i want remove the spacers. I want lower the handlebar. I remove the stem but have one metal piece before the spacers. I see the anchor the screw. I tried remove withmy hands that metal cylinder piece but i cant. How i do that i need spesial tool? My bike have 4 spacers under that metal cylinder metal piece.

Can't say for sure what with the poor description of the situation. But... I suspect the "metal cylinder piece" might be the upper bearing shield/shaped spacer. This needs to be left as is and in place. Andy

did you already read up on the "Adjustment" section at the Park Tool link? Read that. Then do what @shelbyfv said. I see lots of folks riding around with spacers on top of the stem. If you don't want the spaccers on top, you should have an LBS cut your steer tube. But there's not going back UP after you do that....
full disclosure: i am NOT a bike mechanic. but i've posted multiple questions that get no responses. so my posts may be completely incoherent. or i've got them stumped.
