Caliper brakes - spacers for between brake and fork?

Bought a new bike and the Shimano 105 brakes are too big to be placed with just the single washer against the fork, as it ends up touching the head set. I need to push it out a few millimeters to make it work. I see on the other bike I have that there are some thick (3 or 4mm), somewhat serrated washers used to do this, but I can't seem to find them searching online. What are these washers called, and are they a bike only part, or is it something that can be picked up from a hardware store?

Tektro Serrated Brake Washer > Components > Brakes > Brake Parts & Service Kits | Jenson USA

Shimano makes one as well; theirs is thinner, but nicely chromed. The Tektro is zinc plated.
