Trouble Reassembling Fox Float RP23 - Too Pressurized?

I just replaced the seals on my Fox Float RP23 rear shock, but now I'm really struggling to thread the chamber back onto the body. The negative chamber (?) seems too pressurized. I'm using all of my man strength to push the two pieces together, but still can't quite get it threaded.

I've watched the rebuild videos online and nobody seems to struggle with the reassembly too much. I tried the recommended trick of slowing rebound to give me more time to thread it on, but that doesn't seem to do much. Any thoughts on what I'm doing wrong or if there's any tricks?
