New rear QR slipping?

I have a new set of wheels for my old '90 Schwinn Traveler with Shimano 105 hubs. The new Shimano QR they came with lets the wheel slip in the drive side rear dropout (horizontal style), even closed as tight as I could get it. The old chrome Shimano QR from the old rear wheel does not slip with less closing force. Is there a design difference from the old to the new? The old QR looks to have a slightly larger knurled area, maybe it has more leverage as well?

If the old skewers work better, why not use them? Do they look really ugly on the new wheels?

Possibility:

Here is an external-cam QR skewer:

Here is an internal-cam QR skewer:

The external-cam is a newer design, and it can be made cheaper and lighter than the older internal-cam design. However, many external-cam skewers are somewhat mushy and don't achieve good clamping force. Rarely not an issue on vertical dropouts, sometimes an issue on horizontals.

I had mismatched wheels and skewers before and thought it was still a mismatch, but I lucked out a few minutes ago in my parts bin and found a chrome Shimano front skewer to match the old rear. The new and old are both internal. The old actually look better now that they are both on, but I thought it strange the new one slipped.

The easy solution is to retrieve the old QR and use it, or another steel internal cam one. The Shimano internal cam units have AL end caps which don't dig into the drop out surface the same as a steel end cap does. Andy.
