Yes, twist the barrel adjuster out (making the housing longer) until it will shift up, while still allowing a consistent down-shift. If that doesn't zero it in, you will need a lot of "messing with" at the front derailleur which you might not want to get into.

Hey, that was fun, and it worked. What likely caused the problem is i went around tightening things.
I think I will suggest staying out of the low numbered gears. There is a lot of clunking and clattering down there. Not just on #1 but even shifting into #2 on the left and trying to go with #1-4 on the right gives clatters and the pedals feel like they aren't grabbing anything. Maybe it is a matter of mastering the technique.
