Interesting that you would mention Supergo; I got a topcap/expander assembly there that has a top plate with a recessed section that goes into the steering tube, reinforcing it right at the upper edge (am I explaining this well?). Seems to offer a lot of support in what would be a vulnerable area during tightening.

It was a quill stem, which wasn't tightened down properly. Either way, you're right. The steering column is not for someone who doesn't know how to work on it properly.
