its a push Bicycle forum but the Metallurgy is common..
Rust is Iron Oxide coming thru the chrome plating , It' s doomed.. all you have is cosmetic continuous cleaning
to take the obvious surface rust off, rub the spokes with aluminum foil.
or rebuild the wheel take all the spokes to a chrome shop

Yep, it's a pushbike forum and I've been led to understand that Harley's reliability is now such that you no longer have to push them 
Hit the spokes with some rust converter and/or clean them as fietsbob suggested, then start saving to have them rebuilt. You can't make rust go away.
