Brakes Rubbing After Use

I have a BMX and every time I use the brakes, the pads rub on the wheels for a while. What happens after I pull the lever is that the lever stayes in the retracted position and the brake does not release its grip completely. It creates a dragging effect and can really slow me down and hinder my progress. It is a tektro brake. I'm not sure what "type" of brake it is. I think a linear pull. Here is a link to the type of brake I am talking about.

It is not this exact brake, but it is the same design. I need some advice on how to adjust the brake to fix this problem.

Make sure each side is free to pivot and return freely. Then adjust the symmetry screw which is located on the pivot part of each side - back off the screw on the side that is moving more.

If that doesn't cut it, there are usually three tension holes in the mounting stud backing plate. The end of the main spring goes into one of these holes. Could be yours were set up with the least-tension hole, and moving it over to the next one will put a bit more pressure on the spring.
