Tektro mechanical disc brakes on Roam 3 2018 out of alignment - how to fix?

I have a Giant Roam 3 2018 with Tektro mechanical disc brakes and one of the front disc brake calipers is off center and and is rubbing against the rotor, preventing my wheel from free-spinning. I'm a newbie to bike mechanics. Is there a screw/hex adjustment to get the calipers to center properly on either side of the rotor? It's driving me crazy because I just got the bike yesterday (used)and already discovered this issue. Having a bike wheel not being able to free spin feels like what I imagine having having a club foot feels like.

Basic: loosen the mounting bolts hold the brakes on while you re tighten those bolts.
