Cannondale V700 - Raise Handlebars
90s vintage V700 - surprisingly good shape still - BUT its very uncomfortable (plus I am a lot older now) - is there anyway to raise the handlbars on this bike? It would be a lot more comfortable if I could raise it 2-3 inches

It can be done. How it is done, depends on the type of stem, and the diameter of the stem. Have a look at these topics. Yours may or may not be different, but with a bit of creativity, it can be done.

it is likely that you will need to replace at least some of the shift and brake housings and cables, since raising the bars may cause them to now be too short. But this could be an opportunity to install some nice lined housings with die-drawn stainless inner cables.

You can get a steering tube extension. I'd probably get a know brand, just for the peace of mind.

Bikes: Too many. Giant Trance X 29, Surly Midnight Special get the most time.
I'd recommend seeing if you can get a position you like using higher rise handlebars and possibly a high rise stem over a steerer extender, they're mechanically a lot more sound. You can get stems with up to 45 degrees of upwards rise and handlebars with up to 100mm rise, with 20-40mm of rise being relatively common in modern performance marketed designs.
If your steer tube is 1" clamp you can always shim it to the modern 1 1/8" standard. You will need to match the bar clamp diameter to that of the stem. I like using Stem Comparison Tool | yojimg.net to calculate exactly how a different stem will effect stem position.
