reclock the positioning opposite to what is show with the whip on the 3rd smallest cog & wrap the chain around as many teeth while having just a few more links free between the whip tool handle & cog.. Pushing downward in a vertical stance, & with the counterclockwise jolt force using the leverage of the hex tool, it should enable the removal the lock ring.

If he had the hex key handle to the left he could exert a lot more force by pushing down on the hex key handle. Yes, but it is possible to turn the freewheel remover counter-clockwise *either* by pushing DOWN on the (photoshopped?) hex wrench shown on the left, *or* by lifting UP on the hex wrench as in the original image. You state as much. I think his set-up was correct, but he just didn't have enough leverage.

I use one of these for removing cassettes - I found having the fitting with an arm added to it easier to work with
