Do I need a washer between this rack and the frame?

If the bosses are on the frame's tube, it's impossible for it to be also fastened on a turning handlebar and fork.
It's just bumpers down lower on the tube that will keep it lifted.
This is actually the safest way to mount something to the front.
Usually it's a basket or rack on the bar/fork, and as you steer, so does the entire weight of that cargo.

So this isn't even an issue on this particular installation?
Wouldn't this type of attachment require a proprietary rack to match the limited and uniquely configured mounting points?
Most of the head tube/frame mounted racks I've seen (typically on ebikes) used either u bolt type mounting or multiple mounts built into the frame on the front or side similar to bottle cage mounts but beefier, or mounts along the down tube. Honestly never seen one mounted like this.

Do I need a washer between the front rack attachment point on the frame and the bicycle rack? The bike comes with a bolt, lock washer and a washer installed because I guess it looks nicer that looking at a threaded bare hole. When I purchased the basket another washer wasn't provided so I'm assuming I don't need to go out and purchase additional washers. I want to check with you guys to make sure I am installing the washers in the correct order. I plan to install it this way: allen head bolt > lock washer > washer > backet arm > frame. Is that the correct way to attach everything?

Well, I'm old school and keep a stash of leather washers around just for this kind of thing. Protects and helps keep any noise down over time.

I've never seen that on a head tube, except for my custom tour bike for a CF trunk I made.
I think the OP is doing it fine. I would make the bolt go 1/2" in with lots of grease. IF adding something inside the rack, I would put another lock washer.
On dedhed's bikes I would make the bolt go all the way thru so it doesn't collect dirt. That's what I have on my fork and it's only holding a light bracket on the right side and nothing on the other side.
