Thanks All !
I shall employ a combined strategy today.
1. Soak in Hot water
2. Alcohol and Hair Spray (dollar store mini can) ready
3. Harley Tool #3 ( Large Hammer)
4. Take hot grip Lube quickly and ram that sucker on.
5. as stated on the Shampoo bottles. Rinse Repeat.

1. Hold both grips in one hand.
2. Toss them in the trash.
3. Install grips with lock-on collars.

That's weird. Are you sure the grips are the right size (diameter) for the handlebars? Or even if they say they're the right size, are these cheap Chinese grips where the dimensions may not be so precise? Just guessing here, but I've not run into that with lock-on grips. They usually just slide on, no lubrication needed.

Thanks for the feedback I felt they should slip on easier as well.

The problem with modern hairspray is that many have gone to water based types that don't dry like Aqua Net did.
I have seen people blow grips on as well as off, but I always had a spray bottle of isopropyl on my bench - which is less work than compressed air.

Now the rest of the story.
Went out today and started by using the provided allen wrench. Noticed it appeared to be turning inside the head not turning the allen head bolt. Short story long they sent the incorrect allen head and I did not notice that when I started trying to install the grips. Got my allen set and by using the correct one They slipped on so easy without any lube at all! Going back and starting over can often show some minor overlooked issue.
Laugh at this as I cackled all alone in my shop when I found the issue.
Took a short test ride and she rode well me Not so well long road ahead but I will succeed
