Is it this hard to turn the high limit screw 1/2 turn?.....

In all honesty, you do need to get a work stand.

With a ratchet/pawl shifter, the high limit screw only has any value in initially setting up the starting point for indexing and preventing the RD from moving the chain into the drop out if the cable breaks. Keep in mind, indexing relies on a specific reference point. Move that reference point and the entire shifting is off.

Once the correct starting point is set and cable slack is removed from the drivetrain, the high limit screw, “in theory” has pretty much served its purpose.

The barrel adjuster just removes cable slack so the shifter doesn’t begin to pull cable and the RD doesn’t move.

And the low limit screw has zero value with ratchet/pawl shifters, other than to potentially wedge the shifter pawl if adjusted poorly.

Now with friction, or downtube, thumb, bar end index it is a different discussion.

As others have said, if the vibration goes away in a larger cog it is probably cordial action. Which is most likely the case if the rest of the cassette is properly aligned and running smooth.
