Help with noise

So after installing my new wheels I have an odd noise I’m unsure on. Sounds like front and back.

Are you sure the tires or rims are not rubbing on the frame & fork. Are the rims and/or tires wider than your previous wheels.

nope, went from 38mm/25 wheels to 32mm/21 wheels. If you lift the bike off the ground and spin, all quiet.

The harmonic whiny noise? Probably just your rotor rubbing on one of the pads. Maybe not a problem as much as you just need to ride it and work the brakes some. But check to be certain that pad that is rubbing the rotor isn't already pushed back to the brake body as far as it can possibly go. If it is, then your rotor on the new wheel is in a slightly different position. And you'll have to adjust the brake body to give it room.

There can be other reasons too.

Did you tighten the axles up in a stand? Can sometimes eliminate rotor rubbing like that by re-doing them with the bike on the ground.

Front wheel doesn't spin freely, probably the brake rubbing - did you maybe apply the brakes when the wheels were out? They could need the pads freeing up slightly, so when you fit the wheel and gently apply the brake the pads can find their level.
