It seems to me that the head tube has a tapered section in the lower part and a straight section in the upper part like I pointed out in the picture below. Is that so ?
Not really - the head tube is mostly conical, on the inside there's a 1-1/8" bearing in the top and a 1-1/2" bearing at the bottom. The steerer tapers from 1-1/2" to 1-1/8" but the taper is only the bottom 3-4", the top section is parallel. This design evolved from parallel steerers to give greater rigidity at the crown race, where the bending moment is greatest, without an unnecessarily heavy top race (there were forks with 1-1/4" straight steerers back in the day, but they weren't common, while tapered steerers have taken over on mid-range and better bikes).
