Headset Problem

Hi, i recently almost completed my new bianchi road bike. But while making the final adjustments, i realized my headset was SUPER LOOSE. Right now it has a cane creek zero stack headset. I cant seem to get rid of the play in the cartridge bearings without having the fork lockup. Im thinking its due to the way the headset was assembled. But if any of you have suggestions, I'd love it. thanks

Is this a threaded or threadless type (where the stem clamps over the steerer tube).

It is most likely an assembly problem. Tear it down and double check the orientation of the bearings, crowns, and races.
