I'm not sure what youre asking.
I dont know about humps in tubes, but if the tire if bulging off the rim that means the bead is not seated correctly, and it will soon explode.
If there is a hump in the tire that means you have a broken tire casing. I would buy a new tire.
If there is tube protruding from the tire from a hole that means youre tire is no good, and your tube will soon explode.

Heh, dumb question...
Is it the right size tube?
If yes, I would suggest deflating and re-seating the tube and bead.

OK, let me try.
1. Prior to putting the tube into the tire, you pumped it up.
2. When you did, one part developed a bulge.
Sounds like it would be OK, and maybe you pumped it up too much. Or, quite possibly, when unrestrained by the tire, they all do that because some parts are thinner than others.

Many tubes bulge oddly when pumped up outside the tire - guaranteed it will if patched, as the patch keeps the tube in that area from expanding as much. Put it in the tire and don't worry about it if the tire looks even.
