Safe to Ride?

Alright, this is stupid any way you look at it, but I need to get a bike to a bike shop today.

Problem is it's a tandem, and won't fit on the roof of a car, and if I want to downtown, I have to ride it there.

Problem is it's missing a star fangled nut (The thing was faulty from the get-go, and the core just spun in the flanges, so no preload could be attained.

If I'm riding carefully, should I be able to get the bike downtown (7km) safely based just on the stem being clamped FIRMLY onto the steerer?

Hahaha, no, no stoker available anyways (the intention is to pick one up on the way home tonight though).

As long as you preload the bearings enough to not have excessive play in the headset you will be fine, especially for a short ride.

If you preload well enough, you never need the star fangled nut. It is only there as a convenience to make it easy to preload the bearings...

EDIT: As I recall, Sheldon Brown has a page that explains how to run two sets of handlebars on a bike, and covers how to adequately preload the bearings without a star-fangled nut on that page.
