Fork travel question/problem

I have a '08 Specialized fsrXC. The fork is a Rockshox Tora 302sl. The problem I think I'm having is that the the fork only is getting only about an 1 1/2" of travel. It seems as though the lockout is not (a)locking out and this is normal travel for this fork or (b)the lockout mechanism is not unlocking. And regardless of whether or not the fork is locked out I get the same amount of travel. I'm a seasoned roadie and just got into mtb a few months ago and I'm not really sure what is right or wrong and what to look for. If I'm not mistaken the fork is supposed to have 4 or 5" of travel. I had to replace the preload dial on it shortly after I bought it because it broke. Preload is all the to the negative. I've played with the little "switch" with the turtle and the rabbit (I thinks it's for rebound) and still no luck. Anybody have any experience with these forks? Any advice? Also, I just moved about 800 miles away from where my lbs where I bought the bike so bringing back there is out of the questions. Thanks in advance.
