New Frame w/ Integrated HS -- missing topcap?

Is it normal for most new frames with integrated headsets to not come with the top-cap or bolt?

This new Cinelli frame with an integrated FSA headset I got is missing those bits. I've looked at various headsets online and noticed that about half of the OEM integrated headsets don't have a top-cap.

Just curious if I should harass my distributor for a missing top-cap. Or should I just suck it up and shell out the $10 for a new one?

Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

The top cap (and star nut and bolt) have come with every headset I've ever seen. However, for use with a carbon steerer, you want to use an expander plug and these come with their own cap and bolt too so maybe the headset supplier figures you will need one of these instead.

Yeah, that's the weird thing. It came with the star nut, and it's an alloy steerer. It sounds to me like something got left out.

when you say call your distributor, i assume you work at a shop? don't you have a stash of top caps somewhere?
