Steering tube/stem height difference

My aluminum steerer on the fork is cut and the spacers and stem leave the top of the steering tube 2 mm below the top of the stem as standard. What if I were to add another 5mm spacer to lift the stem and bar slightly but now the top of the steering tube would be about 7 mm below the top of the stem. At what point is safety a concern with less steering tube being held onto by a smaller amount of stem?

The recommended amount is 2-3 mm. A gap of 7mm is more than recommended and may leave the top bolt of the steerer clamp above the top of the steerer tube. I wouldn't do it. How much it compromises safety, I don't know, but I'd never attempt to find out experimentally myself.

I'd probably hold off until I could buy another fork OR buy a new stem with more rise.
