Very thin cassette washer - where does it go?

I used the sonic cleaner on a 8 cog cassette tonight. I put the base cogs, the two separate smaller cogs, and the lock ring into the cleaner. When if finished I found a very thin washer. Here's the question - in what order does that washer go?

About 1mm thick? Put it on first, before any of the cogs, so it's between the hub flange and the biggest cog.

If it is a thin spring (wavy) washer it goes on the lockring.

Sounds like the lockring washer (if its wavy and super thin then it is) but if it is funny shaped with 3 holes cut around it then it sits between the riveted together cassette and the 2nd smallest cog. This is true for Shimano 8 speeds at least.
