I have some mountain bikes that I want to commuterize...

I have a bunch of 700c x 32 inner tubes. Can I use these + rims + tires to change out the ones on the mountain bikes that use 24 x 2.10, 24 x 1.95, 26 x 1.95, 26 x 2.10? Are they compatible?

If not, what bike frame tire sizes are compatible w/ 700 x 32?

Using any 700C tube in a 26" (or even worse, 24") tire is marginal at best. You're very likely to end up with a fold to the tube somewhere, which will probably be visible as a bump on the tire.

Sticking a 700C wheel in a frame meant for 26" is often doable(particularly for XC frames) but unless you're running disc brakes there is some tinkering involved to get working brakes. Mavic sell a rim brake adapter for that very purpose. The bike will ride a bit higher, which can be awkward for a small rider on a borderline too large frame.
For a 24" frame all bets are off, and particularly brakes would be an interesting challenge unless you're running discs.

Running a x 32 tube in a 1.95-2.10 tire is so-so. A tire will expand more than that before bursting if inflated in the open, so there's definitely a chance that it'll work, after a fashion. But it is a significant stretch, so it's not something that I'd recommend. In your case though I belive that the difference in wheel circumference is a bigger problem than the difference in tube dia.

Probably tires marked 700x 28 - 35.
