Head Play in the front tube?

I feel play in the front when the front brakes are applied. Feels like play around the front stem. How do I adjust this on a Gary Fisher Mtb?

Loosen the 2 bolts on the stem, tighten the top cap bolt. Then tighten the stem bolts.

Thanks, got it. Gave it 1/2 turn, and it now swings freely, and no play!

I guess I got it right!
