First project - wobbly wheels.. umm help

So i've started my first fixed speed conversion.. the aim is to spend as little as possible so i'd prefer to recycle what i have already.

While removing the sprockets i found a few mashed bearings which i replaced however a washer type part that sits above the bearings was also all mangled so i removed it.
When i re-fitted the wheel i noticed that the wheel at the hub isn't secure, wobbles a bit when turned (also happens on the front wheel). All bolts have been tightened. Are my hubs needing replacement? They're freewheel hubs.
