Spring sound from a Reba

I just got a 2nd hand reba Team U-turn Air. Previously had a Marzocchi MZ Race that came stock on my Kona Caldera.

When riding, I can hear the sound of a spring even on flat roads and it's kind of rhythmic.

Is there something wrong with the fork? My previous Marzocchi is very quiet.

Also, the LBS that installed the fork didn't cut the steerer, but used additional 2 washers inbetween the stem and topcap. Should I get them to cut the steerer or leave it as it is?
