saddle tilt adjustment

I want to adjust the tilt of my saddle, it is a single bolt, I can get the saddle off, but the rocker will not move to allow me to adjust! Isn't the bottom rocker suppose to move for adjustment?

Look closer, there is a smaller (recessed) adjustment screw.

Thank you for your response! I checked again, realized we had found that screw already and removed it. A light tap with a hammer from underneath the rocker and it popped right off! The adjustment was made, I'm good to roll! Thanks.
