Toe Clip Brackets?

I got my wife a pair of strapless toe clips by inline. I installed them by simply replacing the reflector with the toe clips.

However, they came with these brackets, and I'm curious as to how they are supposed to be used.

I wonder if they are intended to let you remount the reflector below the toe clip?

I doubt you would want to reduce pedal clearence just for the sake of a reflector.

Never seen brackets like that with any mini-toe clips I've installed over the years.

I'd guess the same, install the reflector below the clip. Yes, it does reduce pedal clearance, but it's also the law in many places. Maybe not a good idea, but a legal need? That being said, I've never heard of anyone held in violation for not having the proper reflectors on their bike.

Lights on the other hand...

Yes, that's probably it. It would make it difficult/impossible to use the platform side of the pedal, however.
