Not that I would use it for installation, or on a really nice frame... but I recently took off a lockring for one I was going to replace with a flat head screwdriver and a hammer. If it's steel and thick enough, a few well-placed taps will loosen it to take it off.

If you have a specific lockring in mind, there may be a cheaper alternative in a specific unadjustable model. Like a wrench for a bottom bracket lockring or something similar.

Do you HAVE to have a pliers type connection for opposing notch lockrings? Or are you just looking for a good lockring wrench? Your post is not clear.

The Park lockring spanner (https://www.parktool.com/products/det...=25&item=HCW-5) is very functional and a bit cheaper than the Hozan pliers, I think. I've used it on track lockrings and bottom brackets. Those pliers are nicer to use and give you a better grip, plus the serrated area can be used on knurled headset cups. Nothing wrong with the Park one though, if those features aren't useful for you.
